Answer:

When the wine is clear, stable and free of CO2, it is ready. Clear means free from particles that could eventually fall out of suspension and leave a sediment in the bottles. Stable means finished fermenting and with enough sulphites (SO2) present to prevent oxidation and spoilage. After this, the wine is ready to be bottled.
